WITH reference to the communication made by you at this Office on the 1st instant on the subject of the difficulties which have arisen with regard to the interpretation of Article VI of the Chinese Eastern Railway Convention, I have the honour to inform you that I am awaiting a report on the whole question from His Majesty's Representative at Peking.
I regret that until this report has been received and duly considered, I am not in a position to give any indication of the nature of the reply which His Majesty's Government may decide to give to the request of the Russian Government.
